In 1822 the state of Missouri
instituted a poll tax that directed
that each county was responsible
for building and maintaining
roads within its borders.
All able bodied men between 16 and 45
were required to contribute
either cash or labor to pay the annual
.00 tax to their local county road district.
Credit was at the rate
of per day per man
or for a man and team.
It appears that the overseer
would be credited .75 per day..
When a road needed work county officials
would send out an overseer with a
pocket ledger list of who owed what.
On specified days local men would
assemble to perform the work.
The overseer would note in his ledger
who had worked and for how long and
the resulting credit to their debt.
At the conclusion of the road work
the overseer would make the rounds
to collect cash from any tax payer
who had not showed up.
All this is enumerated in this
unique pocket ledger book
from northeast Missouri.
It imprinted on the
front cover with our title
and with particulars in
[manuscript].
It documents in 15 pages a Marion County
road work job in the Fall of 1885
and another in the Spring of 1886.
Some 78 individuals are listed in the
overseer Robbins' manuscript,
some who chose to pay cash
have signed their own names.
